DGEG solar registration in Portugal

Almost every home solar system in Portugal, between 700 W and 30 kW, needs a prior notice (mera comunicação prévia) on the DGEG portal. The installer submits it for you, before the installation, and it is free. Skip it and you cannot sell your surplus or take out the civil liability insurance the system needs.

Since 28 August 2026, Decreto‑Lei n.º 130/2026 raised from 700 W to 800 W the power above which the system must be installed by an accredited installer.

The prior notice, step by step

  1. Registration before installation

    The installing technician or the designer registers the system on the DGEG portal in the owner's name, before the work starts.

  2. What goes into it

    The installation address and its CPE, the system's power and brands, a single line diagram, the technician's registration number and an acceptance form signed by that technician.

  3. Installation

    Done by a recognised installation entity or responsible technician. ERSE lists checking this as the owner's duty.

  4. The grid side

    E‑REDES, the distribution network operator, assigns a production CPE. Keep that number. Above 4 kW of installed power a production meter is mandatory.

  5. Selling the surplus, if you want to

    With the registration done you can sign a contract to sell surplus electricity to a retailer. See the UPAC guide.

What it costs

Registering a system up to 30 kW on the DGEG portal is free, according to the ADENE and DGEG practical guide. If an installer charges a registration fee, ask what work it covers.

If the registration is skipped

  • Surplus electricity that reaches the grid is billed on your electricity bill instead of paid for.
  • You cannot sell the surplus.
  • You cannot take out the mandatory civil liability insurance.

All three come from the ADENE and DGEG guide. Keep access to the portal account where the system was registered: if you sell the house, the registration has to move to the new owner.

Do I register the system myself?
Normally not. The guide from ADENE and DGEG says the installing technician or the designer registers it in the owner's name. Ask your installer to put that in the quote.
Does a holiday home need the same registration?
Yes. The rule depends on the system's power and whether it connects to the grid, not on how often you live there.
What about a small plug in kit for a balcony?
Up to 700 W with no export to the grid is exempt from prior control. Since 28 August 2026 the installer requirement starts above 800 W.
Is it the same in the Azores and Madeira?
The same law applies, but what DGEG does on the mainland is done there by the regional government's services (Decreto‑Lei n.º 15/2022, article 264). The networks belong to the regional companies, EDA in the Azores and EEM in Madeira.
